CNBCs newest list of the best states in which to do business has Massachusetts sliding to #25 for 2014, down from #17 in 2013, while Rhode Island's listing as dead last at #50 as a place to do business has become an issue in the Governor's race. 

As far as the Commonwealth of Massachusetts, CNBC finds that while the Commonwealth has a "Deep Heritage of Educational Quality'', Businesses must ''pay dearly to do business in the state, where wages and costs are high'.

As far as the cost of doing business, the Commonwealth ranks 46th, while in categories measuring Education and Technology, Massachusetts ranks in the top five. 

CNBC ranked Rhode Island at #50, citing infrastructure issues, and business friendliness as issues that needed to improve.
